Urban Waste Management and Cleaning of Public Spaces in Porto
This case exposes the result of a study between FEUP and the Porto City Council where a detailed assessment of the performance of the Municipal waste management and public cleaning system was carried out, which allowed detailed knowledge of its modus operandi and the results and impacts of its management structure in this area.
As a result of this investigation, the municipality opted to establish EMAP, in 2017, responsible for managing urban waste and cleaning the municipality’s public spaces. EMAP was responsible for managing urban waste and cleaning public spaces in the municipality.
The 3 projects were born from a study with the Porto City Council,
in which a detailed assessment of the performance of the Municipal waste management and public cleaning system was carried out, providing in-depth knowledge of its modus operandi, results and impacts of its management structure.
As a result of these studies, the municipality defined an evolutionary path that included the creation of EMAP, in 2017, on the initiative of the Porto City Council (CMP). EMAP was responsible for managing urban waste and cleaning public spaces in the municipality.
Study 2 culminated in the creation of a computer application and the proposal of a methodology to quantify and categorize the municipality’s level of cleanliness, offering information to support management and encouraging continuous improvement and greater citizen involvement.
Study 1, in turn, was support work within the scope of an international project in which the Municipality of Porto participated, related to waste management in historic cities and the different practices implemented. This study was more targeted and was based on a survey of the practices of partner cities, trying to outline some management measures.

With notable results in the area of sustainability, which include:

- Modernized vehicle fleet management
- Introduction of new electric sweepers
- Pollutant reduction
- Increased efficiency in urban cleaning
The company has implemented significant improvements in several areas, such as modernizing the vehicle fleet with the introduction of new electric sweepers, which reduce pollutant emissions and increase efficiency in urban cleaning.
To construct this case, we used the Action Plan for Urban Waste Management in the historic center of Porto, the Study on the implementation of urban cleaning indicators in the Municipality of Porto and the Action Plan for the Urban Waste Management System of Porto.
